Ningbo Administration of Work Safety is a direct subordinate organization of the municipal government, which is in charge of the comprehensive work safety supervision of the whole city, and is officially named as Office of Ningbo Work Safety Committee. The major responsibilities of it are:
Ⅰ Comprehensively administrate work safety of the whole city. Organize the drawing up of safety-production-related local laws and regulations as entrusted; study on and make initial draft of policy of work safety; formulate mining-industry-related and also comprehensive regulations and rules of work safety, and organize implementation.
Ⅱ Exercise its functions and powers of comprehensive work safety supervision within the framework of law, instruct, coordinate, and supervise the work safety supervision job of relevant departments; formulate the development plan of work safety of the whole city; analyze and predict the situation of work safety of the whole city periodically; study on, coordinate and solve the major issues in work safety; entrusted by the municipal government, take the lead to carry out and be responsible for implementation of assessment of target responsibility of work safety of relevant municipal units and departments, and also government of county(city) and district levels.
Ⅲ Exercise its functions and powers of work safety supervision of the city within the framework of law. Supervise over enterprises of mining industry and its trading enterprises according to the law to ensure that they execute in fact the laws, regulations and responsibilities of work safety, and supervise over also the situation of security management of related equipment (excluding special equipment), ,materials and articles of labor protection; conduct safety review on reconstruction and expansion of enterprises producing, selling and storing fireworks and cracks according to the law; investigate the mines that cannot meet the requirements of work safety; organize design review of safety provisions and as made acceptance of mine construction projects.
Ⅳ Responsible for distributing information of work safety of the whole city; integrally in charge of the statistics and report on accidents of death and injuries and also administrative law-enforcing work in work safety; organize and coordinate the investigations and handling of heavy accidents and especially big accidents, and supervise over the implementation of investigation and punishment of accidents; organize, direct and coordinate emergency management and rescue in work safety.
Ⅴ Direct and coordinate the inspection and detection job of work safety; carry out social intermediary supervisions such as inspection and detection, safety assessment and safety training etc. over conditions of work safety, relevant equipment (excluding special equipment) and facilities of enterprises of mining industry and its trading enterprises according to the law.
Ⅵ Organize and instruct the propaganda and education work of work safety of the whole city. In charge of safety training and performance rating of supervision and handling crew of work safety and safety supervision crew of mining enterprises; organize, direct and supervise over the performance rating of special operation workers (excluding the operators of special equipment) and qualification assessment of major administrators and safety managers of production and business units; supervise over and examine the safety training job of production and business units.
Ⅶ Supervise over and check the service condition of safety provisions of new constructed, reconstructed and expended project when designed, constructed and put into use at the same time with the main work (hereinafter referred to as “three simultaneity”) within the framework of law; supervise over and check the monitoring of major hazard sources and rectification and improvement of major accident potential within the framework of law; and investigate the production and business unit that cannot meet the requirements of work safety according to law.
Ⅷ Undertake the routine job of Office of Ningbo Work Safety Committee. Carry through the work safety related laws, regulations, rules and policies of the province and country; study on and make suggestions relating to significant policies and measures of work safety of the city; supervise over, direct and coordinate the work safety jobs of relevant municipal departments, and also government of county(city) and district levels; organize the "dragnet" inspection and also special inspection on work safety of the whole city; study on and instruct the work safety related job involved in industrial policy, fund inputting, and technological development jobs of relevant departments; direct and coordinate the administrative law-enforcing jobs of the whole city; organize conferences and important activities convened by Office of Ningbo Work Safety Committee, and also urge and supervise over the implementation of decisions made during conferences of Ningbo Work Safety Committee.
Ⅸ Draw up the technological plans of work safety, organize and direct significant science and technology studies and technology demonstration works.
Ⅹ Organize international exchange and cooperation in work safety; and instruct jobs of relevant associations.
Ⅺ Undertake other business entrusted by the municipal government.
